Building Instutional Capacity for Sustainable Agriculture in Developing Countries.

Unprecendented demands will be placed on agricultural institutions if developing countries are to implement decisions taken at UNCED and at the same time meet their own needs for sound natural resource management and sustainable agricultural growth. In order to respond dynamically to current challenges and the new and unfamiliar needs of the next two decades, the paper suggests a number of imperatives. These include: - A massive internationally-supported education and training program to raise the scientific, technical, and managerial competence of all institutions, including the universities. - Enhancing the global information base for sustainable natural resource management. - Providing incentives to institutional sustainability, collaborative partnerships in education, research and technology transfer, and people participation in development. - Strengthening feedback linkages from farmers via extension to research and policymakers. - Government policies supportive of the goals outlined above, and of ancillary institutions (including the private sector) responsible for inputs and seed supply, credit marketing, land reform, infrastructure, and irrigation. - Recognition by developed countries that the issues now confronting developing countries are of a new order which they are not able to find solutions to unaided; thus, they will require more and better coordinated donor support if they are to succeed.
Show more [+] Less [-]DEUTSCH: An die landwirtschaftlichen Institutionen der Entwicklungslaender werden hohe Ansprueche gestellt werden, wenn sie die Vorschlaege der Konferenz fuer Umwelt und Entwicklung der Vereinten Nationen (UNCED) durchfuehren und gleichzeitig ihre eigenen Aufgaben eines soolides Ressourcenmanagement und einer nachhaltigen Landwirtschaft erfuellen wollen. Um sich den gegenwaertigen Herausforderungen und den neuen und unbekannten Erfordernissen zu stellen, schlaegt der vorliegende Artikel folgende Massnahmen vor: - Massive international gestuetzte Ausbildung, um die wissenschaftliche, technische und Managementkompetenz zu verbessern, einschliesslich der Universitaetsausbildung. - Verbesserung der gobalen Informationsbasis fuer nachhaltiges natuerliches Ressourcenmanagement. - Initiativen zur Bildung nachhaltiger Institutionen, Partnerschaften in Ausbildung, Forschung und Technologietransfer und Einflussnahme der Bevoelkerung an Entwicklungsaufgaben. - Staerkung der Bindungen zwischen Bauern, Beratung, Forschung und Entscheidungstraegern. - Untersuetzung durch die Regierung fuer die aufgefuehrten Massnahmen und fuer zusaetzliche Institutionen (einschliesslich privater), die fuer Input-und Saatangebot, Kredit, Marketing, Landreform, Bewaesserung und Infrastruktur verantwortlich sind. - Die Industrielaender muessen einsehen, dass die Probleme, denen Entwicklungslaender jetzt gegenueberstehenden, vollkommen neu sind und nicht ohne Unterstuetzung von den Entwicklungslaendern allein geloest werden koennen, d.h. mehr und besser koordinierte Entwicklungshilfe ist notwendig.
