In the agriculture of SFR Yugoslavia are identified 5 levels at which are brought decisions that determine the usage of known and appliable technologies at this moment, so as the creation of new ones. These are: a. individual agricultural farms b. public agricultural organisations c. agencies of socio-political communities d. international institutions e. institutions of highly developed countries. Problems of development are narrowly connected with technical aspects of planning, which has to be coordinated. The coordination is a very complex process and needs numerous connections of different levels in making decision about the selected technology. Many countries of the world, especially those which are not developed enough, meet with this problem in some different ways. The contemporary practice proves a need of taking part and more involvement of the mentioned levels, so as their mutual coordination. The development of scientific and of technical progress in undeveloped countries has to be followed by corresponding actions of developed countries. On world stage today, there is a significiant interweave of economic relations which need universal coordination. In this phase, the problem is tried to be solved by forming regional communities.
