Mecanismos de participación en la construcción de los POMCAS en el departamento del meta.

El Plan de Ordenamiento y Manejo de Cuencas Hidrográficas (POMCA) es un instrumento de planificación ambiental que busca proteger y manejar los recursos naturales en las cuencas hidrográficas (Abasalon V, 2018). El estado del arte realizado tuvo como objetivo investigar la problemática relacionada con la gestión de cuencas hidrográficas en el departamento del Meta. Se llevó a cabo una exhaustiva revisión bibliográfica y documental, utilizando diferentes fuentes de información y bases de datos relevantes. La metodología incluyó la selección y análisis de artículos científicos, informes técnicos, normativas y otros documentos relacionados. Los resultados obtenidos del estado del arte revelaron diversas problemáticas en la gestión de cuencas hidrográficas en el departamento del Meta. Entre las principales se encuentran la deforestación, la contaminación del agua, la sobreexplotación de los recursos hídricos y la pérdida de biodiversidad. Estos problemas afectan tanto a los ecosistemas como a las comunidades locales que dependen de ellos. Además, se identificaron algunos avances en la implementación de los POMCA en la región, como la participación activa de los actores involucrados y la promoción del uso sostenible del agua y la biodiversidad. Sin embargo, también se destacó la necesidad de fortalecer la coordinación interinstitucional, mejorar la participación ciudadana y establecer mecanismos de seguimiento y evaluación más eficientes.

The Watershed Ordinance and Management Plan (POMCA) is an environmental planning instrument that seeks to protect and manage natural resources in watersheds (Abasalon V, 2018). The state of the art conducted aimed to investigate the problems related to watershed management in the department of Meta. An exhaustive bibliographic and documentary review was carried out, using different sources of information and relevant databases. The methodology included the selection and analysis of scientific articles, technical reports, regulations and other related documents. The results obtained from the state of the art revealed several problems in watershed management in the department of Meta. Among the main ones are deforestation, water pollution, overexploitation of water resources and loss of biodiversity. These problems affect both the ecosystems and the local communities that depend on them. In addition, some progress was identified in the implementation of the POMCAs in the region, such as the active participation of stakeholders and the promotion of the sustainable use of water and biodiversity. However, the need to strengthen interinstitutional coordination, improve citizen participation, and establish more effective monitoring and evaluation mechanisms was also highlighted.
