Effective local adaptation of sustainable city solutions to different contexts around the world = Adaptación local efectiva de soluciones urbanas sostenibles a diferentes contextos alrededor del mundo

The starting point of this doctoral thesis is provided by the concept of ecocities developed by VTT Technical Research Centre of Finland Ltd. (VTT), namely "EcoCities, the VTT concept for the regeneration and sustainable development of communities and neighbourhoods", based on evidence collected from numerous European and other international (beyond Europe) research projects, complemented by some implementation examples, and adapted to the needs of developing countries and emerging economies. More specifically, this thesis is linked to Phase III of the evolution of the concept, to which the case studies presented belong and in which the author has participated directly and extensively. Given the breadth of the concept and the heterogeneity of the projects carried out to date, it seemed necessary to delimit the scope more precisely. Hence the decision to focus on what contributes to making the transfer of knowledge generated in another context more effective, as well as the adaptation of existing technological solutions to different local conditions or the development of new solutions that respond more specifically to them. In turn, this decision led to the present doctoral thesis entitled "Effective local adaptation of sustainable city solutions to different contexts around the world", which constitutes the first attempt at a holistic analysis of the ecocity concept developed by VTT, as well as its components and supporting elements. Through the description of the application process in different places around the world (illustrative cases), including the interaction with numerous and diverse key actors and local stakeholders, the author sought to extract lessons learned that can be extrapolated to other similar processes, not exclusively related to ecocities, but more broadly with the transfer and adaptation of knowledge and technological solutions to a local context that is sometimes radically different from that in which they originated. The research presented yields valuable results in relation to the instruments and skills that can support effective knowledge transfer and local adaptation, as well as the description and conceptualization of the process. Finally, some recommendations for the development of new policies as well as some solutions for practitioners are provided, and some lines of future research are suggested. RESUMEN El punto de partida de esta tesis doctoral lo proporciona el concepto de ecociudades desarrollado por el Centro de Investigación Técnica de Finlandia (VTT), a saber, "EcoCities, el concepto VTT para la regeneración y el desarrollo sostenible de comunidades y barrios", basado en la evidencia recopilada por numerosos estudios y proyectos de investigación europeos e internacionales (más allá de Europa), complementado con algunos ejemplos de implementación y adaptado a las necesidades de los países en desarrollo y las economías emergentes. Más concretamente, esta tesis está vinculada a la Fase III de la evolución del concepto, a la que pertenecen los casos de estudio presentados y en la que el autor ha participado directa y ampliamente. Dada la amplitud del concepto y la heterogeneidad de los proyectos realizados hasta la fecha, parecía necesario delimitar el alcance con mayor precisión. De ahí la decisión de centrarse en aquello que contribuye a hacer más efectiva la transferencia de conocimiento generado en otro contexto, así como la adaptación de las soluciones tecnológicas existentes a las diferentes condiciones locales o el desarrollo de nuevas soluciones que respondan más específicamente a ellas. A su vez, esta decisión dio lugar a la presente tesis doctoral titulada "Adaptación local efectiva de soluciones urbanas sostenibles a diferentes contextos alrededor del mundo", que constituye el primer intento de análisis holístico del concepto de ecociudad desarrollado por VTT, así como de sus componentes. y elementos de apoyo. A través de la descripción del proceso de aplicación en distintos lugares del mundo (casos ilustrativos), incluyendo la interacción con numerosos y diversos actores clave y partes interesadas locales, el autor buscó extraer lecciones aprendidas que puedan extrapolarse a otros procesos similares, no exclusivamente relacionados con las ecociudades, sino de manera más amplia con la transferencia y adaptación de conocimientos y soluciones tecnológicas a un contexto local en ocasiones radicalmente diferente de aquel en el que se originaron. La investigación presentada arroja valiosos resultados en relación con los instrumentos y habilidades que pueden apoyar una transferencia de conocimiento y una adaptación local efectivas, así como con la descripción y conceptualización del proceso. Finalmente, se aportan algunas recomendaciones para el desarrollo de nuevas políticas, así como algunas soluciones para profesionales y se sugieren algunas líneas de investigación futuras.
