Was sagen Stakeholder zu einem nationalen Tierwohl-Monitoring? Ergebnisse leitfadengestützter Interviews | What do stakeholders say about national animal welfare monitoring? Results of guided interviews

German. Das Projekt „Nationales Tierwohl-Monitoring“ (NaTiMon) hat die Grundlagen für ein zukünftiges Tierwohl-Monitoring vorbereitet. Um die Einstellungen verschiedener Stakeholdergruppen zu erfassen, wurden 63 leitfadengestützte Interviews durchgeführt und mittels qualitativer Inhaltsanalyse ausgewertet. Die größte Gruppe der Befragten (17 Personen) gehörte Verbänden der konventionellen Landwirtschaft an. Weiterhin wurden Vertreter:innen der ökologischen Landwirtschaft, von Nicht-Regierungsorganisationen (NGOs), aus dem verarbeitenden Gewerbe sowie von weiteren gesellschaftlichen Gruppen befragt. In den Interviews wurden Hoffnungen und Bedenken zu einem Tierwohl-Monitoring erfasst, aber auch Fragen zur Einstellung zum Tierwohl sowie zur Einschätzung der aktuellen Tierwohlsituation gestellt. Sowohl die Einschätzung der Situation wie auch die Einstellungen zu einem Tierwohl-Monitoring waren sehr divers. Zwar meinte über die Hälfte der Befragten, dass sich das Tierwohl in den letzten zehn Jahren verbessert habe, trotzdem hielt nur ein Drittel der Befragten die derzeitige Tierwohlsituation für gut. Nur zwei Befragte gaben an, ein Tierwohl-Monitoring grundsätzlich kritisch zu sehen. Jedoch gab es einige Hinweise darauf, dass neben zahlreichen positiven Konsequenzen, wie mehr Transparenz, auch einige negative Folgen eines Monitorings in verschiedenen Bereichen befürchtet werden, z. B. Mehrarbeit für Landwirt:innen. Es wurden auch zahlreiche Hinweise auf wichtige Themen für ein Monitoring und zur Auswahl der Indikatoren gegeben, z. B. Lahmheiten, sowie Wünsche zur Durchführung geäußert. Da diese zum Teil widersprüchlich sind, kann ihnen nur begrenzt entsprochen werden. Besonders deutlich wurde die Bedeutung einer transparenten Kommunikation der Projektergebnisse, insbesondere der Indikatorenauswahl.

English. The project “National Animal Welfare Monitoring” (NaTiMon) has prepared the groundwork for a future animal welfare monitoring. In order to capture the attitudes of different stakeholder groups, 63 guided interviews were conducted and evaluated by means of qualitative content analysis. The largest group of interviewees (17 persons) belonged to associations of conventional agriculture. However, representatives of organic farming, non-governmental organizations (NGOs), from the manufacturing sector and other important social groups were also interviewed. In the interviews, hopes and concerns about animal welfare monitoring were recorded, but also questions about the attitude towards animal welfare and the assessment of the current animal welfare situation were asked. Both the assessment of the situation and the attitudes towards animal welfare monitoring were very diverse. Although more than half of the respondents thought that animal welfare had improved over the last ten years, only one third of the respondents considered the current animal welfare situation to be good. Only two respondents stated that they were fundamentally critical of animal welfare monitoring. However, there were some indications that, next to numerous positive consequences like more transparency, negative consequences of monitoring in various areas are feared, e. g. more workload for farmers. There were also numerous references to important topics for monitoring, like lameness, and for the selection of indicators, as well as wishes for implementation. Since these are partly contradictory, they can only be met to a limited extent. The importance of a transparent communication of the project results, especially of the indicator selection, became especially clear.
