Zins - Fluch oder Segen in der forstlichen Planung? | The interest rate – boon or bane in forest planning? | Le taux d’intérêt – malédiction ou bénédiction dans la planification forestière?

Ziel dieses Beitrages ist es, die Bedeutung des Zinsfußes für Modelle der forstlichen Planung im Lichte der Investitionstheorie zu analysieren, einzuordnen und exemplarisch anhandvon Rechenbeispielen zu erläutern. In einem ersten Schritt wird für das Modell des vollkommenen Kapitalmarktes, dessen Gegebenheit bei Investitionsrechnungen i.d.R. als Prämisse unterstellt wird, dargestellt, dass dort der exogen vorgegebene Kalkulationszins die Funktion eines Lenkpreises für den knappen Faktor Kapital erfüllt. Anschließend wird her-ausgearbeitet, dass Modelle der nachhaltigen forstlichen Nutzungsplanung, die bspw. die Erhaltung der Substanz (Wertnachhaltigkeit des Holzvorrates) fordern, als Problem eines „unvollkommenen Kapitalmarktes“ charakterisiert werden können, mit der Folge, dass es dort exante keinen entscheidungserheblichen Zins mehr gibt, sondern dass sich vielmehr erst durch die Lösung des Totalmodells ein „endogener Grenzzinssatz“ ergibt. Der Zinssatz ist unter dieser Modell-Bedingung des unvollkommenen Kapitalmarktes also nicht mehr Eingangsgröße, sondern Ergebnis der Investitionsrechnung. In einem zweiten Schritt wird die forstliche Ernteentscheidung, also die Frage, ob ein Waldbestand aus ökonomischen Gründen geerntet oder erhalten werden soll, in das in der allgemeinen Betriebswirtschaftslehre etablierte methodische Konzept der Bestimmung der ökonomisch optimalen Nutzungsdauer bzw. des optimalen Ersatzzeitpunktes eingeordnet. Darauf aufbauend wird die Bedeutung des sog. Pressler’schen Weiserprozents erläutert. Beim Hinausschieben der Nutzung eines Bestandes bringt es den „internen Grenzzinsatz“ der „Grenzinvestition“ und bei vorzeitiger Ernte spiegelbildlich den „internen Grenzzinssatz“ einer „Grenzfinanzierung“ zum Ausdruck. Diese Interpretation greift auf, dass im Rahmen der nachhaltigen Forstwirtschaft die Waldbestände i.d.R. nicht nur die wichtigsten Investi-tionsobjekte sondern auch Finanzierungsquellen sind...

English. The aim of this study is to analyze the role of the interest rate in models for forest planning in the context of investment theory by using close to practice calcula-tions. First, we present the model of the perfect capital market, which generally assumes an exogenous interest rate as an indicator for the price of scarce capital. Then we show that sustainable forest land-use models which preserve timber resources (sustained value of timber stock) can be characterized as a problem of the imperfect capital market as there is no more decision relevant ex-ante interest rate but as solution of the total model an endogenous marginal interest rate. Under the model condition of the imperfect capital market, the interest rate is no longer the input but the result of the investment calculation. In a second step, the harvesting decision, i.e. the economic question whether or not a forest stand should be harvested, is classified within the concepts of financial optimal useful life or optimal replacement time. Basedon this, the meaning of the so-called “Pressler’ss Weiser-prozent” is explained. By postponing timber harvest it expresses the „internal marginal interest rate“ of the „marginal investment“. In the case of premature harvest it expresses the “internal marginal interest rate“ of „marginal financing“. This interpretation highlights the fact that in the context of sustainable forest management the forest stands are not only the most important investment objects – but also sources of funding...

L’objectif de cette contribution est d’analyser l’importance du taux d’intérêt pour les modèles de planification forestière à la lumière de la théorie de l’investissement, de classer et d’illustrer de manière exemplaire à l’aide d’exemples de calcul. Dans un premier temps, il est présenté le modèle du marché du capital parfait dont la situation est établie par des calculs d’investissement comme postulat et que remplit la fonction d’un prix directeur, aux intérêts calculés préalablement de manière exogène pour le facteur capital. Il est ensuite démontré que les modèles de planification des récoltes forestières à long terme, exigeant le maintien de la substance (valeur de pérennité du volume de bois), peuvent être caractérisés comme problème d’un «marché imparfait du capital», avec la conséquence qu’iln’y a plus d’intérêt pertinent pour la décision, mais plutôt que seule la solution du modèle total permet d’obtenir un «taux d’intérêt limite endogène». Dans ce modèle du marché du capital imparfait, le taux d’intérêt n’est donc plus une variable d’entrée mais le résultat d’un calcul d’investissement. Dans un deuxième temps est classée la décision relative à la récolte forestière, c’est-à-dire de savoir si un peu-plement forestie peut être récolté ou maintenu pour des raisons économiques, dans le concept établi dans l’enseignement général de gestion des entreprises, de détermination de la durée d’exploitation optimale au plan économique ou le délai de remplacement optimal. Sur cette base, l’importance du pourcentage indicateur (Weiseprozent) de Pressler est expliquée. Le report de l’exploitation d’un peuplement entraîne le «taux d’intérêt interne limite» de «l’investissement limite» et, en cas d’exploitation prématurée, le «taux d’intérêt interne limite» d’un«financement limite.
