Gestaltung und Umsetzung der Gemeinsamen EU-Agrarpolitik ab 2021 – Übersicht über die politischen Debatten

German. Der Schwerpunkt des Berichts liegt auf der Darstellung von Ausgestaltungsoptionen für die Gemein-same Agrarpolitik (GAP) zur Erbringung von Umweltleistungen durch die Landwirtschaft. Ausgehend von den Legislativvorschlägen der EU-Kommission, wird die begleitende politische Debatte kurz dargestellt und ausgewählte Reformvorschläge wissenschaftlicher Akteure und verschiedener Umwelt- und Naturschutzverbände werden analysiert. Auf Basis einer Literaturauswertung wurden fünf Vorschläge (Dierking und Neumann 2016; Feindt et al. 2017; Fresco und Poppe 2016; Matthews 2016; Oppermann et al. 2016) näher betrachtet. Für diese wurde untersucht, inwieweit deren Umsetzung im Rahmen der Legislativvorschläge – insbesondere im Kontext des neuen „Delivery-Modells“ –, möglich wäre und welche Umwelteffekte zu erwarten wären. Entscheidend für eine Abschätzung der Umweltwirkungen der zukünftigen GAP, ist die Ausgestaltung des neuen „Delivery-Modells“. Klar ist, dass die Mitgliedstaaten mehr Kompetenzen und damit mehr Gestaltungsspielraum für die Erreichung der Ziele der GAP bekommen sollen. Allerdings sind zum jetzigen Zeitpunkt noch viele Fragen offen: Wie werden die Mitgliedstaaten den zusätzlichen Spielraum nutzen? Welche inhaltlichen Mindestanforderungen wird die Europäische Kommission im Rahmen des Genehmigungsprozesses der Strategiepläne an die Mitgliedstaaten stellen? Wie wird die Europäische Kommission die Zielerreichung kontrollieren und ggf. Zielverfehlungen sanktionieren? Ob der einzelne Mitgliedstaat den Gestaltungsspielraum nutzen wird, die Umweltauswirkungen der Landwirtschaft deutlich zu verbessern, oder aber stärker andere agrarpolitische, zum Beispiel einkommenspolitische Ziele verfolgen wird, bleibt abzuwarten.

English. This paper presents options for changes in the Common Agricultural Policy (CAP) to increase the provision of environmental services through agriculture. Based on the legislative proposals of the EU Commission, this report briefly presents the accompanying political debate and then analyses selected reform proposals by scientific actors and various environmental and nature conservation associations. Five proposals (Dierking und Neumann 2016; Feindt et al. 2017; Fresco und Poppe 2016; Matthews 2016; Oppermann et al. 2016) were examined in more detail on the basis of a literature evaluation. These proposals were examined to find the extent to which their implementation would be possible within the framework of the legislative proposals of the European Commission - particularly in the context of the new "delivery model" - and what environmental effects could be expected. Decisive for an assessment of the environmental impacts of the future CAP is the design of the new "delivery model". It is clear that the Member States should be given more power, and thus more scope for design, to achieve the objectives of the CAP. However, many questions remain open thus far: How will Member States make use of the additional scope? What minimum content requirements will the European Commission set for the Member States as part of the approval process for the strategic plans? How will the European Commission monitor the achievement of objectives and, if necessary, sanction missed targets? It remains to be seen whether the individual Member States will make use of the scope to significantly improve the environmental impact of agriculture, or whether they will pursue other agricultural policy objectives, such as income policy, to a greater extent. The implementation of all the proposals we have considered on the new organisation of the Common Agricultural Policy is still possible, at least in part, despite or because of the many open questions.
