abstractPL: Celem niniejszej pracy była analiza oraz ocena nabywania nieruchomości na cele publiczne w gminie Miasto Kalisz w latach 2013 – 2017, głównie pod kątem rodzajów celów publicznych na jakie zostały nabyte przedmiotowe nieruchomości oraz sposobów ich nabycia, a także zbadanie, co było podstawą włączenia do mienia gminnego akurat tych nieruchomości. Praca ma charakter przeglądowy. Zakresem terytorialnym pracy magisterskiej objęto obszar w granicach administracyjnych gminy Miasto Kalisz. Przeanalizowano 488 nieruchomości nabytych do gminnego zasobu nieruchomości na potrzeby realizacji celów publicznych w czasie od 01.01.2013 r. do 31.12.2017 r. Na metodykę badań, składała się analiza opisowa, statystyczna i graficzna. W części teoretycznej przedstawiono podstawowe informacje dotyczące nieruchomość, omówiono ich rodzaje, wyjaśniono czym jest nabywanie nieruchomości, co stanowi gminny zasób nieruchomości oraz co można uznać za cel publiczny. Następnie opisane zostały zasadny planowania przestrzennego w gminie oraz sposoby jakimi gmina może nabyć nieruchomości na cele publiczne. W drugiej części pracy przeprowadzono praktyczną analizy nabywania nieruchomości na cele publiczne w gminie Miasto Kalisz w latach 2013 – 2017. Ostatni rozdział pracy zawiera podsumowanie i wnioski wynikłe w toku analizy. Na podstawie przeprowadzonej analizy stwierdzono, że gmina Miasto Kalisz ogranicza się do zawierania tylko niezbędnych umów, często wymuszonych przepisami prawa.

abstractEN: The aim of this study was to analyze and evaluate the procurement real estete for public purposes in the municipality the City of Kalisz in 2013-2017 years, mainly in terms of the types of public purposes for which the real estate was purchased and how to acquire them, and what was the basis for inclusion in municipal property just these real estates. The work is a review. The territorial scope of the master's thesis covered the administrative boundaries of the City of Kalisz. 488 properties acquired to the municipal real estate resource for the purposes of public purposes were analyzed in the period from 01/01/2013 to 31/12/2017. The research methodology consisted of descriptive, statistical and graphic analysis. The theoretical part presents basic information about the property, discusses their types, explains the acquisition of real estate, which is a municipal property resource and what can be considered a public purpose. Then, the spatial planning in the commune was described and the municipalities can purchase real estate for public purposes. In the second part of the thesis, a practical analysis of purchasing real estate for public purposes in the municipality of City of Kalisz in 2013-2017 was carried out. The last chapter of the work contains a summary and conclusions resulting from the analysis. Based on the analysis, it was found that the municipality of Kalisz is limited to concluding only the necessary contracts, often enforced by law.
