The impact of NFA [National Food Authority] in the marketing of rice and corn in Bukidnon [Philippines]

Rice is bought by middlemen either half-dried, dried milled or for seeds while NFA [National Food Authority] buys at dried conditions of 14% moisture content. Corn is bought by middlemen either unshelled or shelled forms while NFA only buys at helled form at least 14% moisture content. A much higher proportion of corn is sold to middlemen than to NFA. Middlemen buy rice at P1.20 per kilogram while NFA buys rice at P1.57/kilogram or a difference of P0.33 per kilogram. Middlemen buy corn at P1.04/kg while NFA at P1.30/kg. Only 40 percent of rice produced by 119 farmers was sold to NFA, the rest to middlemen. While high price is one reason for selling grains to NFA, it is the low moisture requirement that influenced farmers not to sell to NFA as well as the payment in the form of cash for larger sales beyond P500.00. Most farmers sold to local middlemen because of convenience and easy cash as well as to pay debts for inputs given in advance
