Geographic information system for flood damage prediction [Japan]

In order to predict flood damage, a geographic information system (GIS) should be developed with use of satellite imagery topographic map, thematic maps such as land form classification, land use, surface geology, soil etc., and information on human activities. This paper proposes a computer assisted GIS for flood damage prediction. The National Land Agency, the Government of Japan has recently established GIS for prediction of natural disasters by flood, land failure and snow falls as well as for suitability study for agriculture, orchard and forestry. Such GIS cannot be applied to other countries without correction, because the geographic conditions and the characteristics of disasters are quite unique to each country.
