A historical survey of various government policies towards food production indicate that pre-independence policies supported food importation, whilst post-independence policies were characterised by lack of consistency, and rhetorics in the strategy of food production for food security. Domestic food production depends significantly on government agricultural expenditure, credit availability, rainfall and cultivated land acreage. Increase of governmental expenditure towards agricultural development, and credit to farmers had detrimental effect on food production. This effect is caused by inadequacy in allocations and lack of timely release of funds
