[Non-governmental organization (NGO) and people's organization (PO) partnership in upland resource management: a case study]

This study described and analyzed the partnership experience of a non-governmental organization (NGO) and a people's organization (PO). In this study, the Centre for Ecumenical Development Actions and Research, Inc. is the NGO and the Samahan ng mga Magsasaka, Kababaihan at Kabataan sa Burgos (SAMAKABA -- Organization of Farmers, Women, and Youth in Burgos [Philippines]) is the PO. The case describes the process of partnership and its concretization of the new paradigm of development: the development of the capacity of the people to handle rural development work towards the holistic development of the community. This is through an active participation and involvement of the local people in defining, planning, and decision making on issues that affect them as a community. Bacause this is a study of particular dynamic society, the final outcome is not certain. However, the process towards a self-determined community has already been set in motion. The full participation of the local people can only be certain if the extension agency command the confidence and trust of the members of the community. This is where the structure and nature of the NGO is at an advantage over the existing formal structure in the Philippine bureaucracy. Community organizing is a process towards a holistic community development and is not being pursued only for economic well being. The level of projects must correspond with the level of local organization to ensure sustainability. The improvement of the flow of information is a significant factor in ensuring the sustainability of the process.
