This paper outlines some important environmental monitoring and management considerations for large-scale irrigation schemes. Issues in environmental management are being examined at such a scheme at Tadla, near Beni Mellal in Morocco. The established irrigation area covers 115,000 ha. Initial research aims are to (a) identify important elements affecting the sustainability of on scheme agricultural production, and (b) identify any significant impacts affecting third parties through irrigation water abstraction and use. Hydrological parameters leading to salinity over recent years and constraints relating to ecological sustainability, environmental quality, health, etc are described. A rapid development of large-scale irrigation in Morocco in the last fifty years is leaving an increasingly limited number of obvious new sites for development. Policy-makers are therefore according a high priority to meeting the potential of schemes already developed. Environmental constraints to fulfilling this potential derive from shortcomings in project management. Ultimately national water resource (and irrigation) policy dictates the distribution of water between sectoral uses and more specifically - through water pricing policy - its efficient use.
