Second evaluation of smallholder rubber after the implementation of SIR scheme 1988 in North Sumatra

To evaluate the impact of SIR Scheme 1988 in the implementation of National Agreement declared by the Rubber Association of Indonesia (GAPKINDO) in order to improve the raw rubber quality, a research was conducted at 17 private crumb rubber factories in North Sumatra Province and one crumb rubber factory of Government-Owned Estate in Aceh province i.e. crumb rubber factory at Juluk Rayeu, PT Perkebunan I. The research was carried out from September to October 1989, six months after the adjustment period declared by the GAPKINDO where the factories should not purchase low quality of raw rubber anymore. The results showed that after May 1989, the limiting time for factories allowed to buy raw rubber of low quality, some improvement in the quality was seen, but not quite satisfactory. The improvement was indicated by an increase in dry rubber content and less contaminants in raw rubber compared with the condition before the declaration of the National Agreement. However, some members of GAPKINDO were still buying raw rubber of low quality because they were afraid of raw rubber shortage for their factories. In fact some factories even disobeyed the agreement indicated by the presence of raw rubber of low quality, such as skim rubber scraps, and rubber granulated with hammermill. Input-output analysis indicated that the ratio of SIR produced to that of fuel, used by some of the GAPKINDO members showed a decrease during July and August 1989. This mean that the GAPKINDO members started to buy raw rubber of low quality which were against the agreement they had made before.
