States that agricultural development is a dynamic process and extension systems must reflect that dynamism by being flexible and open to change. In considering the various approaches to extension a distinction is first made between profit-oriented approaches and public service extension. The need for incentive systems, regular field visits, linkage, training and monitoring and evaluation is seen as essential to put extension principles and functions into practice.
