Ministry of Agriculture has a training programme for training extension staff of the ministry and other government officers in contact with farmers; training of school teachers, children and farmers on soil and water conservation and afforestation. Through this training and extension programme, soil and water conservation and afforestation technologies are transferred from experts to farmers for implementation through the extension service. At the farm level, the farmer is advised on technologies he can use to effectively conserve his soil, water and forests. This is done through visits by the extension officers in his farm. The farmer is then expected to implement the techniques passed to him by the extension officers. The emphasis of use of physical structures for soil and water conservation at farm level had initially been over emphasised in disregard of the cultural/biological conservation measures that are very important for effective conservation of both the soil and water. This trend has changed. Presently cultural conservation measures are being given the necessary emphasis and the physical conservation measures are implemented where soils, slopes and other factors dictate it necessary. Constant visits in the field by the Permanent Presidential Commission on Soil Conservation and Afforestation helps to keep the temple of publicity and promotional campaign at high level from the national level to the grassroot level. The commission often participates in practical soil and water conservation and afforestation activities in the field. It also assesses and evaluates the national achievenments in the conservation of the natural resources base i.e. soil, water and forests.
