Existing systems of land distribution in Swaziland are not entirely satisfactory. Swazi Nation Land (SNL) is defined with respect to arable land. Livestock grazing rights remain unrestricted. Holdings are highly fragmented. Alternative land reform policies are needed such as cooperatives, leaseholds and private ownership.
