The Authors aim at finding the optimal solution to the problem of the pollution of a Mediterranean Environmental Sensitive Area (E.S.A.) of particular relevance, by two polluting agents: phosphorous and nitrogen. Referring to Xepapadeas' model (1991), the methodology adopted is based on environmental standards, distributions of subsides and imposition of fines. According to the characteristics of the E.S.A. and its pollution, and to the agricultural policy that E.U. is pursuing, some modifications to the ementioned model were adopted. The model was applied to present situation, under assumptions on reduction of productivity and preservation of farmers' income. Four examples provided simulation of possible outcomes of disloyal behaviour, for better understanding of the mechanism of imposition of fines.
