Factors which affected the income household were ethnography, occupation, household and agricultural expenses. The highest income group was Lisu, followed by Thai-Meo, Meo and Thai, respectively. The difference of income level among ethnic groups was mainly due to their different ways of culture and life condition. Factors which affected the co-operation of the villagers in the forest project were age, number of the participated household number and assets. For the attitudes and paticipations of the villagers in rehabilitation, most of the household heads recognized the usefulness of the forest, and agreed that the conservation of the existing forest is very important. They were ready to co-operate with the government reforestation program. However they thought that seedlings, which were distributed by the government, will cause decrease in their agricultural crops productivity. The forest rehabilitation project might be supported and co-operated by the people in the project area. However, some people who occupied agricultural land inside the project area, thought that they had to move out to the allotted lands as they are more fertile. Therefore the government should pay much attention in public relation as well as the agro-forestry extension in order to satisfy everyone.
