Evaluation of mangrove reforestation and management in Changwat Chanthaburi

Encroachment into the mangrove area in presently one of the most challenging problems in the country. Without the proper control and appropriate reforestation management, utilization of coastal area will possibly lead to the extinction of mangrove forest. The main objective of this study is to evaluate the mangrove reforestation of the government sector as compound with that of the private sector. The project is situated in Changwat Chanthaburi which covers the area of 1,300 rai. The project is an financial analysis with 12 percent discount rate. With the government project, result of the study shows its slight feasibility degree with the net present value (NPV) 133,687 baht, benefit-cost ratio (BCR) 1.03 and internal rate of return (IRR) 12.45 percent. On the other hand, the private project is found with much better result of feasibility degree. Among the two cotegories of private project, the mangrove forest concession has NPV, BCR and IRR equivalent to 1,811,936 baht, 1.44 and 105.06 percent while the mangrove forest plantation has NPV, BCR and IRR equivalent to 701,223 baht, 1.22 and 22.04 percent. Mangrove forest under concession, therefore, yields the higher benefit and then deserves a substantial interest from the private sector at the present time. However, with the long-run concession natural resource conservation and utilization, reforestation under plantation project of the private sector should be also taken into consideration. It is proved in this study that the plantation project can be benefitial for private investment while the government sector will gain the forest area at the faster rate than such project if operated by the government itself.
