Relative efficiency of private and public irrigation system: the case of two Philippine villages

The Green Revolution technology has enhanced land productivity in the Philippines from 1.6 t/ha in 1970 to 2.8 t/ha in 1992. The widespread adoption of high yielding varieties which contributed to this productivity growth may have been a result of public investment for development of irrigation facilities. Recently, public investment on irrigation has tapered off due to lack of funds for the systems operations and maintenance. The deteriorating condition of some systems has encouraged investments on privately owned irrigation facilities. The study evaluated and compared the efficiency and profitability of a public and a private irrigation systems on the basis of farm survey data collected from the crop year 1992-93 in two villages with varying production environments. The major findings showed a significant increase in yield and rice farm income of pump irrigated farms, an indication of improvement in land productivity and profitability in rice farming due to a reliable and efficient water source
