[Seed potato informal systems in the Andes: Why are they so important and what to do with them?] | Sistemas informales de semilla de papa en los Andes: Por que son importantes y que hacer con ellos ?

English. In the Andean countries of Bolivia, Peru and Ecuador, informal seed systems are much more important than formal seed system. The demand for seed in the formal system has fallen due to the high cost of seed, limited access to credit, the slow rate of degeneration, and the feasibility of producing seed in good physiological condition. The supply of seed through the formal system has also been inadequate for the problems often associated with certified seed potato programs in developing countries: limited coverage, multiplication of a limited number of cultivars, and deficient quality control. In the above mentioned three countries, strategies are being developed to link formal seed systems to informal ones. Four reasons to support such linkages have been examined and each on has been accepted with certain qualifications. Firstly, farmers have technologies that permit them to maintain seed quality, but no all producers follow the recommended practices and certain deficiencies are generalized. Secondly, informal systems can widely diffuse seed, but have difficulties maintaining seed quality. Thirdly, for many but perhaps not all growers, there exists an economically recoverable gap between farmer's seed and seed available through the formal system. Fourthly, the improvement of germplasm and the distribution of seed are linked in the informal system. Growers have had success in releasing new cultivars, but they are handicapped by their multiplication techniques and the limited potential to generate new germplasm to select from. This paper analyses the objectives and intervention strategies in the informal system of SEINPA(Peru), FORTIPAPA (Ecuador) and PROSEMPA y PROINPA (Bolivia). The strategies vary from the minimalist intervention in the case of SEINPA (at the outset), that confined itself to injecting quality seed at strategic points in the distribution networks of the informal system, to broad intervention in the areas of production and use of seed as in the case of PROSEMPA. The most appropriate strategy depends on the rate of degeneration of the seed, the difference in costs and returns between using formal versus informal seed, the degree of market integration among target producers, and the resources available to the project. Among the lessons cited for working with informal seed systems are the use of diagnostic surveys to understand the use of seed in the informal system, the reinforcement of seed flows between particular areas, and a flexible approach involving different strategies and linkages mechanisms depending on the local circumstances.

La demanda de semilla formal ha sido reducida debido al alto costo de la semilla, el limitado acceso al credito, las lentas tasas de degeneracion y la posibilidad de producir semilla en un buen estado fisiologico. La oferta de semilla formal ha sido inadecuada por las dificultades en sostener esquemas de certificacion, una cobertura limitada, la produccion de un numero reducido de cultivares y una calidad deficiente. En los tres paises se estan desarrollando estrategias para vincular el sistema formal con el informal. Se examinan cuatro argumentos para apoyar este vinculo y se acepta cada uno con ciertas reservas. Primero, los agricultores tienen tecnologias que les ayudan a mantener la calidad de la semilla, pero no todos siguen las mejoras practicas y existen deficiencias generales. Segundo, el sistema informal puede difundir semilla ampliamente, pero no siempre mantiene su calidad. Tercero, para muchos, pero talvez no para todos los agricultores, existe una brecha economicamente recuperable entre semilla del agricultor y semilla formal. Cuarto, el mejoramiento de germoplasma y la distribucion de semilla estan vinculados en el sistema informal. Los agricultores han tenido exito en sacar nuevos cultivares, pero estan limitados por la tecnicas de multiplicacion que manejan y las posibilidades limitadas de generar germoplasma nuevo para seleccionar. Se analizan los objetivos y estrategias de intervencion en el sistema informal de SEINPA (Peru), FORTIPAPA (Ecuador) y PROSEMPA y PROINPA (Bolivia). Las estrategias varian de una intervencion minima en el caso de SEINPA (al inicio), que se limitaba a inyectar semilla de calidad a puntos estrategicos en las redes de difusion de semilla del sistema informal, hasta una intervencion amplia en las areas de produccion y uso de semilla en el caso de PROSEMPA. La estrategia mas apropiada depende de la tasa de degeneracion de la semilla, de la brecha economica entre semilla formal e informal, del grado de integracion de los agricultores con el mercado y de los recursos que maneja el proyecto. Se proponen lecciones generales para trabajar con el sistema informal que incluyen el uso de diagnosticos para entender el uso de semilla en el sistema informal, el reforzamiento de flujos de semilla entre areas y un procedimiento flexible en base a diferentes estrategias y mecanismos de enlace segun las condiciones locales.
