The work force is a decisive factor in entrepreneurial activity. Success of products, labour and services on the market depends on the level of business management as well as on all workers in the company. Theory and practical experience emphasize mainly management of human resources. Transformation of thinking of workers plays an important role during transition to a market economy. Over the last few years it has been shown that the number of workers does not correspond to real needs. Developed agrarian countries of the EU and others provide example of rational arrangement of human resources and efficient use of human labour
