Environmental financing system in the Slovak Republic and state environmental fund reform

The efficiency of current financial tools in Slovak environmental policy is evaluated within the framework of the Central and the Eastern Europe region. The paper concentrates mainly on a brief survey of existing environmental financing structure in the Slovak Republic in 1992-1995. The author evaluates critically the present system of the allocation mechanism because of the large share of state budget participation on State Environmental Fund of the Slovak Republic, compared with the other revenues of the SEF SR, as well as lack in financial reallocation to the single sectors and shortage of other forms of financial state participation (at present only subsidies). The main part of the paper consists of the SEF SR reorganization proposal. This proposal incorporates two new elements into the current environmental financing system: revolving principle and dividing fund activities into two sections - non-repayable grants and loan section
