Environmental assessment as a tool for sustainability assurance in Danube region [Serbia, Yugoslavia]

Environmental impact assessment (EA) is an important tool for the environmental management in the development and planning processes. EA have introduced into legislation of most European countries as well in Serbia (Yugoslavia). For the purposes of this paper, the difficulties in the implementation of environmental assessment in Serbia are discussed. The key unsolved issues in the EA system are presented by analysis of the case of environmental approval of new development "Carbamid-2" which building is planed in already heavy polluted industrial zone in Pancevo. This case shows that, successful implementation of the environmental assessment system requires more then a formal compliance with existing laws and regulations. For assurance of sustainable development of Danube region, author recommends use of new forms of the EA. For complex investment projects and programs: social assessment and cumulative impact assessment, and for urban and regional plans - strategic environmental assessment.
