On 11 March 1990 of Lithuania the Provisional Law of the Republic of Lithuania was adapted. It stated that the basic of the Lithuanian economy system is the property of the Republic of Lithuania that besides the other types of ownership it includes private ownership of the citizens. So, after the occupation that lasted in Lithuania for more than fifty years the inborn rights of a person to private ownership as well as to land and forest ownership was restored. Trying to return to the market economy it was necessary to start the implementation of economic reform as well as the land reform.
