One major objective of planning using models should certainly be to avoid wasted time and effort spent on alternatives which for one reason or another will be eliminated at an early stage in the process. Planning is, therefore, an iterative process of successive approximations, starting with a simple analysis of the general problem and a number of alternative solutions before moving on to more detailed analyses of a more limited number of well-defined alternatives. The data requirements at each stage will vary, as will the technology required to manipulate the data. Another essential aspect of planning models is to assess a number of different constraints. Some of these constraints might be introduced to simply understand how they impact on the management options and how much they impact on the stated objective(s). Real constraints such as existing policies and regulations and time and budget constraints must be included to have a realistic formulation of the problem
