Evaluation and analyses of smallholder rubber development project in Jambi

The development of rubber commodity in Jambi has been continuously carried out through various schemes viz. NES, ECERRP and TCSDP. The smallholder rubber development projects have given some benefits in spite of its weaknesses. A research was done to formulate a recommendation to improve the smallholders rubber development projects in Jambi, so that the performance of the projects would be better in the future. The evaluation analysis were done by a survey method in the mature rubber area of the selected smallholder rubber development projects, i.e. 1. NES, 2. ECERRP, and 3. TCSDP. The results showed that the performance of the qualification and class of surveyed NES, ECERRP, and TCSDP varied. NES and TCSDP were better than that of ECERRP. The investment of smallholder rubber development projects needed a continuous large amount of fund for a long period. The credit repayments had not been fully realized as scheduled. The social welfare of rubber smallhorders of the projects was improved, but the positive impacts of self adopted rubber technology were still limited, depending on the social economic conditions of the project participants and its development pattern. The future of smallholder rubber development scheme in Jambi could be improved by: a. developing project planning management through appropriate analysis of the social economic of rubber smallholders and social condition toward the program at the time of the selection of project location, b. providing capital for establishing plantation which was minimum oriented and appropriate for smallholders need, so it would not be a burden for the smallholders in credit repayment, c. adopting improved technology package of rubber cultivation, starting from supplying facility of the pure clonal budded rubber planting materials at the local level, providing facilities for pests and diseases control up to fire prevention in the dry season, d. providing institution facilities and a strict system of credit repayment
