Cadastral valuation: amendments to the law and new tasks, zoning of building land in all Latvia
2001
Kalnins, G. (The State Land Service of the Republic of Latvia, Riga (Latvia). Real Estate Valuation Board)
The Real Estate Valuation Board of the State Land Service (SLS) work in five main directions. Amendments to the Law on Real Property Tax made in 2000 specify the range of taxable property units and the term when taxes will be imposed on new types of properties. Currently the SLS structures are engaged in segregating taxable properties from engineering structures, that are not taxed, and drawing up lists of taxable properties covering 553 municipalities. This year SLS experts are expected to draft regulations to be adopted by the Cabinet of Ministers concerning cadastral valuation of buildings, standards applicable to the classification of land use purposes, and the procedure for collection and use of real property market data. This year the zoning of building land will begin for rural areas covering 487 municipalities, and land zoning data will be updated for 13 urban areas.
