[Conception and criteria of the crisis monitoring of soils]

The neccessity is substantiated to use a principally new approach to exercising control over the condition of the natural resources, and soils as their most important part, as well as to clear the notion of the "crisis monitoring of soils". The soil cover conditions have worsened over the last ten years. The soils with the broken ecological and productive functions that degradate and do not develop are suggested to be considered as the crisis ones. The drawbacks are described that are tolerated in the process of forming the conceptions in the countries of the European Union. The circle of tasks is given to avoid the existing mistakes of the various countries' monitoring. The criteria of the crisis monitoring are determined as follows: the use of the principally new criteria that reveal the essence of the interaction in the system: soil - anthropogenic load - plant - ecological function; distribution of the data of the permissible load and concentration of the pollutants according to the zones; more accurate definition of the comparison standards, generalizing the demands to the crops and soils' parameters; determining the limit of the mechanical and chemical loads. The regions with the domination of the crisis condition are determined in Ukraine. These regions are proposed to be considered as the basic ones while carrying out the urgent research, project, and introductory works
