The Commission of the European Union set the objective to formulate the adequate conditions in the candidate countries that enable the effective use of EU regional development instruments by the time of the accession. According to the principle above Phare is financing significant structural policy measures both in institutional building and in development programmes. One objective of the 1997 Hungarian Phare regional development projects is to stop socio-economic disruption within the country and to render the differences between the regions concerning the level of development.
