Transactions cost of implementing a community-based coastal resource management program in the Philippines: the case of the fishery sector program in San Miguel Bay [Camarines Norte, Camarines Sur, Philippines]

This study was conducted in San Miguel Bay (SMB) coastal area that is one of the pilot sites of the FSP [Fisheries Sector Program]. Thirty eight barangays [villages], people's organizations (POs) from the seven municipalities with jurisdiction over SMB were included in this study. These POs were classified as successful or less successful based on the success index that was developed using the criteria and indicators (C & I) identified by the Center for International Forestry Research (CIFOR) as defined also by Ruitenbeek and Cartier 1998). These C & I were adopted, modified and field validated for applicability in the study sites. The study estimated that on the average, TC [transaction costs] accounted for 37% of the total project costs (TPC) across stages of program implementation. Among the stakeholders, the share of the total transaction costs was highest (78%) among the PO (especially the successful ones) who are the beneficiaries of the program. Bulk of the TC is accounted for by the value of time spent in transacting the activities related to CBCRM [community-based coastal resource management]. The number of people involved in the transactions, number of activities undertaken and performance of the POs were among the factors that significantly effect share of the TC to the total project costs.
