Research is the process of systematically obtaining correct answers to the questions faced by a community, using the scientific methods of conducting tests/studies/surveys, gathering and interpreting information. Its conduct requires a conducive environment, intellectual discipline, clarity of thought and a lot of organizational ability and patience Research and Development needs a lot of resources and efforts, and is generally termed as a rich man's game Even many developed countries remain content to reap the benefits of research conducted by others - at the same time, meaningful research relevant to one's environment and for improvement of infrastructure remains a compulsion of poorest of the poor nations. This paper aims at addressing the factors responsible for absence of a research-culture in our society, identifying important areas, especially in civil engineering field, where research is lacking. How this could be promoted within our environment, the benefits, direct and accruing, which it is likely to bring, and the role played by institutions, industry ands principal investigators towards achieving the beneficial results, is also discussed
