The worldwide development in trade relations is a challenge to the country. The membership of the Philippines to the World Trade Organization (WTO) calls for the country to comply with the Agreement on Trade-Related Aspects of Intellectual Property Rights (TRIPS). For the science and technology community more especially on agriculture, forestry and natural resources, PCARRD is looked upon to spearhead the development of mechanisms for an effective intellectual property (IP) management. The present scenario as to IPR is described. The researchers are skeptical about the subject IPR that they prefer to present their R & D results to either local or international gatherings of scientists and eventually have their researches published. It was very recent that the number of patents issued to a researcher has been considered in the list of criteria for merit increase. In addition, S & T community lacks knowledge on IP management. The paper discusses the laws, decrees and treaties governing IP management. The administrative procedures for technologies/inventions to be protected are mentioned. The mechanisms for IP management to be adopted by the National Agriculture Resources Research and Development System (NARRDS) through the consortia are given emphasis. The establishment of IPR coordinator in an organization is looked upon as the felt need for the researches to embrace the challenge of IP management
