Opportunities and challenges for a carbon market for the Philippine Forestry Sector

The paper discusses the need for a carbon market in the Philippines and evaluates the opportunities for Philippine forestry projects to participate in the international and domestic trades for carbon. Under the Kyoto Protocol, developing countries like the Philippines can participate in Clean Development Mechanisn (CDM) projects. However, there is no certainty yet whether land use change and forestry (LUCF) projects will qualify under CDM. The paper argues that a domestic carbon market can be created since the legal basis already exist through the Environmental Impact Statement (EIS) system and the Philippine Clean Air Act of 1999. It is proposed that the foresty sector work vigilantly for the inclusion of forestry projects as a way of mitigating negative environmental impacts and gaining emission credits. Prospective participants in the forestry sector are private land tree plantation growers, holders of Integrated Forest Management Agreement (IFMA), Socialized Industrial Forest Management Agreement (SIFMA), Community-Based Forest Management Agreement (CBFMA), indigenous peoples, and local governments, among others
