The forests growing on the territory of the town of Rakvere were registered as municipal property in the late 18th century. In the early 1930s, the forests of the town covered an area of 118 ha. They were sparse and youngish, bearing the imprints of livestock grazing. Selective felling was performed in these forests, with reforestation taking place in the course of nature. In the early 1930s, spruce and pine were planted in clear-cut areas, with livestock grazing subsequently banned there. More consideration was given to the recreational use urban forests. Following WWII, forests were transferred to state ownership. The post-war years saw the development of the so-called green belt around the town. Municipal ownership was reinstated in 1997. At present, the area of woodland administered by the town is 141 hectares, of which stands cover 132 hectares. This constitutes 14.3 per cent of the total territory of the town, yielding approximately 80 square m woodland per person. The forests of Rakvere are located in the southern suburbs of the town. The most frequently used part of the town's forests is an old oak grove about 20 ha, protected by the wildlife preservation law. Also popular is the so-called Palermo Forest (40 ha), where the predominant tree species is pine. The largest forested area in the town is mainly dominated by spruce
