[Subsidiarity - a facilitating factor of economics (in planning of priorities of reform)]

This paper proposes an efficiency comparison between six trends of reform. Tax income of local government is applied as an impact criterion. A number of residents, distance between the regional centre and the capital, type of urbanisation, adherence to macro region and to a motorway of national importance are applied as input criteria.
