United Nations declared 2003 as year of fresh water, existing situation in water sector in Serbia and Montenegro is very difficult, and that's whay is suggested to make and completion National Program of improving measurement in water sector. Measurement is condition for effective using water resources, which are declared as strategic resources of 21st century.
