The implementation of a special programme called Oleoprogramme in the Czech Republic is analysed. This programme is designed to help the use of rapeseed oil methylesters (FARME) as biofuel. Returnable loans and subsidies from the Czech government have been used for the construction of 16 plants for FARME production. The FARME production, consumption as well as exportation has increased considerably since 1995. Its share in the total consumption of fuels for diesel engines is almost 2 %, that of the blended fuel (30-36 % of FARME in the fuel) more than 5 %. Its total production in the Czech Republic was more than 71,000 tons in 2001. In order to assure the competitiveness, a zero excise tax has been granted for pure FARME and an unsteady excise tax for blended fuels.
