Land reforms in Pakistan with particular reference to North West Frontier Province [Pakistan]

The period 1950-1977 witnessed a long series of land and tenancy reforms aiming at putting a statutory ceiling on land ownership and providing security to tenants. This paper reviews and evaluates the reforms dealing with the problem of land concentration, as introduced in 1957, 1972 and 1977. The three reforms, though launched with great expectations, affected less than live percent of the privately owned land, and benefited just nominally, a mere two percent of the small land owners in NWFP. No perceptible improvement in the agricultural sector was achieved, while on the contrary the scare caused by land reforms adversely affected investment in this sector. The reforms were not without their benefits, but the failures and negative impacts were more prominent. The paper concludes that in future instead of lowering the land ownership ceiling, land reform should address the issues of sustainable agricultural development focusing improvement in productivity. cost efficiency, etc. so that agriculture attracts more and more investment and is organized as a dynamic commodity producing sector.
