Applicability of the internal development concept to vegetable growing | Le concept de developpement interne est-il applicable aux cultures maraicheres?

The revision of the LAT (the Federal law on territorial planning) obliges the cantons to plan and regulate the establishment of non-soil based production (under greenhouses). Farms excluded from these zones may only develop such production systems if they are able to put forward internal development reasons. The internal development must be necessary for the survival of the farm and must assure long term viability. New constructions must not exceed 35% of the open land market garden and in any case not more than 5000 m2. The conditions required to argue for the internal development needs are difficult to define and are specific to each farm. The methodology used must therefore consider the specificities on a case to case basis. The construction of a greenhouse is a large investment. To make a profitable investment under the actual market conditions, the minimal size is about 1.5 ha. This threshold, already higher abroad, should still increase in Switzerland. This limit of 5000 m2 makes a profitable construction impossible for vegetable crops. As economic viability is a condition, it is not possible to invoke internal development needs in this sector.
