Analysis of the impact on the social economy caused by the water environment improvement policy

The cost and the effect by the water environment improvement policy, differ in each region such as upstream region and lower stream region, or with each agent such as household, firm and farmer. In this paper, I analyze the impact on the social economy caused by the water environment improvement policy with the Benefit Incidence Table. The table shows items of cost / benefit and beneficiaries of public policy and therefore a distribution of benefit / cost among economic agents in each region. In Section 2, I build the social economic model based on the general equilibrium theory for the analysis. In Section 3, I make the Benefit Incidence Table, and qualitatively analyze the incidence of cost / benefit by the water environment improvement policy. In Section 4, 1 apply to the Nagara river basin and quantitatively analyze by measuring the benefit / cost of each economic agent in each region. In Section 5, I conclude discussions.
