Environmental policy and financial expenditure of local governments

The purpose of this paper is to compute environmental expenditure of Sapporo local and Hokkaido government and analyze environmental policies of Sapporo and Hokkaido region. Recently, environmental policies are getting priority because of serious environmental problems in the region. Precise financial data on the expenditure of environmental policies are not available. Major conclusions of this paper are summarized as follows. First, Hokkaido government has instituted wide area policies, and Sapporo Government has set up spot area policies. Second, spot area policies are more expensive than wide area policies.
