Study on the characteristics of present irrigation systems in Japan

In the present study an intensive field survey was conducted to grasp the actual situations of the water users association and the operation and maintenance agency (O&M agency) of irrigation water and their characteristics, taking various land improvement districts (LIDs). As the results, the following outputs were withdrawn: 1) the management of the main system constructed by the nation is given in trust with Q&M agency; 2) water management of large scale LIDs and the union of LIDs are cooperative and in-trust under water users association's control; 3) water management of medium LIDs equipped open channels are self-governed and cooperative as in the past; and4) the concept of in-trust water use was introduced, and its features and formative conditions were discussed.
