The present conditions and issues of international assistance in the field of agriculture and forestry [by Japan]: Focus on questionnaires to JOCV's activity in Latin America

ODA established by Japanese Government started in the middle of 1950's the aim of reparations for World War 2. In the 70's, its goal was in the expansion of its budget. In the 80's many problems occurred. In the 90's ODA focused on environmental issues. The JOCV has a possibility to improve their existing international assistance program as people's assistance. Why can members of JOCV be active in the small sector of Developing Countries? We sent questionnaires to volunteer members in the Agriculture, Forestry and Fisheries departments in JICA. The results showed that there was a limit in their activities in the developing countries. To support the developing countries, some skills and experiences are essential requirements in Agriculture, Forestry and Fisheries. However, in Japan there are no background and system to improve these skills. Considering these issues, some problems can be pointed out in the fields of agriculture, forestry, and fisheries in Japan. Therefore the major issue is to improve the quality of assistance.
