The article reflects the first experience in implementing EU direct payments in the eight new Member States that have opted for the simplified payment scheme, the main principle of which keeping land in good agricultural condition. It provides a general substantiation for implementing this system, which results as the Single Area Payment Scheme (SAPS), and also analyses the conditions for implementing it in Latvia. The article provides calculations, and analyses the SAPS reference area available to farmers of the eight Member States by comparing it to the actual area of agricultural land.
