This paper presents the major results of the Study of Flood Forecast and Warning System Reliability Improvements. The paper includes an overview of the current state for monitoring, transmission and processing of hydrological and meteorological data provided by the monitoring network; the current flood protection system; categories of watercourses based on the time of flood wave rise. In addition, it gives the recommendations for an optimal monitoring network; forecasting models; information dissemination procedures; software required to implement the proposed flood forecast and warning systems. The current hydrological and meteorological monitoring and data exchange and processing system includes a primary network of hydrologic stations, meteorological stations, and a radar network.
