Price and income stability in Turkish agriculture: an evaluation of the IMF led agricultural policy changes [International Monetary Fund]

English. [During last 25 years, Turkey got into debt with the International Monetary Fund (IMF) which, specially since 2000, suggested the enforcing of some policies for agricultural sector. In this study, the main effects of agricultural policy on price and income stability, adopted under the relationship with IMF, were studied by time series concerning last 10 years. Coefficients of variation and random coefficients of variation were estimated for series of agricultural prices and incomes for sub-periods, during which different commitments and transformations in agricultural policies took place. The results showed that, even if the prices seem to be rather stabilized after 2000, this trend is changed after the crisis of 2001. Besides, further rapidly increasing instability in agricultural income compared to the one in prices reveals the impact of real decreases in agricultural prices and of the reduced subsidies on the production in the sector. In conclusion, it is suggested that the view that market mechanism would remedy all the problems should be re-examined, especially for agriculture. The tasks of social state have also become more vital in fighting the negative effects of problems in agriculture on the whole society. The problems emerging in Developing Countries will not only be limited to those Countries, but also will be reflected in Developed Countries in form of clandestine immigration, global terror, etc.. At this point, we would like to capture the attention of Developed Countries on their agricultural policies which create adverse effects on Developing Countries.]

Negli ultimi 25 anni, la Turchia si è indebitata con il Fondo Monetario Internazionale (FMI) che, specialmente dal 2000, ha esortato il Paese ad applicare alcune politiche riguardanti il settore agricolo. In questo studio, gli effetti della politica agricola sulla stabilità dei prezzi e dei redditi, adottata in virtù del rapporto con il FMI, sono stati esaminati usando serie storiche di dati degli ultimi 10 anni. Si sono stimati coefficienti di variazione e coefficienti casuali di variazione per serie di prezzi e redditi agricoli di sotto-periodi, durante i quali si sono sperimentate varie limitazioni e cambiamenti nella politica agricola. I risultati hanno rivelato che, anche se i prezzi sembrano essersi abbastanza stabilizzati dopo il 2000, questa tendenza è cambiata dopo la crisi del 2001. Inoltre, l´accresciuta instabilità del reddito agricolo rivela l´impatto delle diminuzioni reali nei prezzi agricoli e della riduzione dei sussidi agricoli alla produzione. Si conclude che l´opinione secondo la quale il meccanismo di mercato pone rimedio a tutti i problemi dovrebbe essere riesaminata, specialmente in agricoltura. I compiti dello stato sociale sono diventati più vitali nel combattere l´influenza negativa dei problemi dell´agricoltura su tutta la società. Tali problemi emergenti nei Paesi in Via di Sviluppo non saranno limitati solo a tali Paesi, ma ricadranno anche sui Paesi sviluppati in forma di immigrazione clandestina, terrore globale, ecc.. I Paesi sviluppati dovrebbero rivolgere la propria attenzione alle politiche agricole da loro applicate, le quali creano risultati avversi nei Paesi in Via di Sviluppo
