Development and function of recreational boat fishing guide business in fisheries villages: A case study of Inami Town in Wakayama prefecture [Japan]

While, on the one hand, recreational boat fishing guide businesses (hereinafter "RBFG") compete with fisheries industries for aquatic resources and fishing ground, on the other hand, they are run by fishermen as side businesses or switch businesses. Thus, RBFG are simultaneously beneficial and harmful to fisheries villages. This paper will examine the development and roles of RBFG in fisheries villages based on a case study of Inami town in Wakayama prefecture. When first starting out, RBFG are managed with fishing boats for fishery use; thus, any fisherman can begin RBFG with little initial investment. Then, as customers increase, some RBFG-only businesses emerge. Many of these are managed with fishing boats for exclusive use in RBFG. The hulls of these boats cost between 40 million and 60 million yen. Subsequently, as the number of fishermen exclusively engaged in RBFG grows, the income obtained from RBFG decreases and the number of newly opening RBFG falls. In this way, the role of RBFG in revitalizing fisheries industries lessens as RBFG develop. There are regions where RBFG become industries having a size that meets or even exceeds that of fisheries industries. In these regions, RBFG are playing an important role in the regional economy and society. Furthermore, there are also regions where integrated and sustainable use of aquatic resources is being realized due to RBFG development. It is desirable that adjustment between fisheries industries and RBFG go beyond solving problems to reach a point where it can maximize and stabilize regional benefits.
