English. The main report of the European Ecological Commission (EEC)of the UN reviewing the programme RED EEC is supplemented with a discussion on the state of environment. Steering principles of more strict observation and implementation of multilateral ecological agreements, an assessment is given of the impact on the environment in transgenetic contextresults of the work on the protection and use of transborder watercourses and international lakes, issues of access to information and participation of the community and decision-making and justice on the issues of the environment. At the conference reports are presented on ecological strategy for the countries of Eastern Europe, the Caucasus and Central Asia, strategic parthership in the field of water resources with the aim of sustainable development, financing of the nature protection activities, all-European strategy of biological and landscape diversity. As an open discussion the floor was given to representatives of Albania, Armenia, Australia, Azerbaidjhan, Belarus, Belgium, Bulgaria, Canada on the protection of the Black Sea against pollution, of the Council of Energy Charter, the European Investment Bank of Reconstruction and Development, European Centre of Nature Protection European Commission, European Agency on Environmental Protection, European Parliament, International Committee on Protection of the Danube and other problem committees and official institutions in the field of protection of the environment

Russian. Основной доклад исполнительного секретаря Европейской экологической комиссии (ЕЭК)ООН г-жи Б. Шмогнеровой с десятилетним обзором программы РЭД ЕЭК ООН был дополнен дискуссией о состоянииокружающей среды. Рассмотрены руководящие принципы более строгого соблюдения и осуществления многосторонних экологических соглашенийдана оценка воздействию на окружающую среду в трансгенетическом контекстепоказаны результаты работы по охране и использованию трансграничных водотоков и международных озеробсуждены вопросы доступа к информации и участия общественности в принятии решений и правосудии по делам, касающимся окружающей среды. На конференции заслушаны доклады об экологической стратегии для стран Восточной Европы, Кавказа и Центральной Азии, стратегическом партненрстве в области водных ресурсов в целях устойчивого развития, финансировании природоохранной деятельности , общеевропейской стратегии биологического и ландшафтного разнообразия. В порядке открытой дискуссии выступили представители Албании, Армении, Австралии, Азербайджана, Республики Беларусь, Бельгии, Болгарии, Канады по защите Черного моря от загрязнения , Совета Европы, Секретариата Энергетической Хартии (СЭХ), Европейского инвестиционного банка, Европейского банка реконструкции и развития, Евпропейского центра охраны природы, Европейской комиссии, Европейского агентства по охране окружающей среды, Европейского парла мента, Международной комиссии по защите Дуная и др. проблемных комиссий и официальных учреждений в сфере охраны окружающей среды
